what we used to do in my ancient workplace is to name each textbox, label and other stuff with an ID instead of a caption (or text value). We then have a table in which each form, when loading, look up for the IDS and put the value in the right place. We did that for english and french, but I admit that when doing it for other alphabet, i'm not too sure how to.. I supposed there is a font which contains all symbol for the language you want to use (I supposed hebrew uses different symbol than english, but I might be wrong too). If there is a font, you could add a field that specify which font your label should use...
