Hmm.. that sounds a bit complicated since you'd only get it right by trial and error ?
I simply made my completed English forms into classes and derived sets of forms from these for each language. The English forms have no overrides at all but I can open up any foreign language form which needs adjusting in the designer and adjust the size and position of the controls (and override methods) if neccessary.
I admit that the downside of this approach is that we have to compile different EXE's for each language and the user can't switch after installation but for us that's not really a problem.
