Ok, I have learned there is a bug in .NET. I needed to convert the gif files to bitmaps. Here is the website with a description of the problem.

After doing this though, I ran into another problem on the following line of code.

Me.tlbBIU.ImageList = imglstRichText

The error (Invalid parameter used) is another microsoft bug. Here is the support site for this error.

Although there is a listed solution, it does not work for me. I am still getting the same error. I converted the image files to 256 color bitmaps using Paint. Does anyone have any suggestions? Thank you.
