I Can't Use Desktop property because I have screen=off in config.fpw.

I found something that seems to work. I set AlwaysOnTop=.t. and showwindow=2. It stays on top of all other windows on the user's screen, but I think that's ok, since they chose to launch the "modal" form I can assume they want to deal with it right now.

I'd really like to find a better way though.
