This only seems to happen (at least in my testing) when there is a Title band on the report and a group is set to reset to page 1. My workaround solution was to not use a title band at all and put fields that would normally be in the title band in the page header and set to "print when" _pageno = 1 and remove line when blank. A real PITA but it seems to work.
