The problem here is that while being forced to make a change can be a beneficial experience in the longrun, it is actually the opposite in locations where those that are laid off from their jobs were in low-income manufacturing positions. Manfacturing is more often than not, repetitive movements that require little or no education or training. These positions only pay barely enough to survive on to begin with and when the job is gone, there is no money in the family saved to put towards education or periods of time with no income. Education is very expensive in the U.S. and most families fall into the 'barely making it category but make too much money to qualify for government grants' category. Not only that, but many highly qualified technical people lost jobs during the last 2 years and they are all out there competing against each other for every job that becomes available. Businesses that are hiring are receiving literally thousands of applications for a single position.
