I'm just getting back to this problem. I've had to take care of some other things (including being away from the office for over a week). I tried re-building the project from scratch, making one change from the previous project. There, I had specified a folder directly off the root. This was the folder being shown in the error dialog. I changed this to one under the Program Files path. Now the error, while the same number, states that it cannot access %ALLUSERSPROFILE%\Start Menu\Programs\Administrative Tools. The thing is that, AFAIK, there's nothing in the project that points there.

I've screwed around with various and sundry user rights on the box without luck. So maybe ORCA can help out. I'll let you know.
