That's a good question - Jim Korenthal, the creator, went to work on the search engine for Barnes and Noble.com and didn't have any time to do any updates or anything with PHDbase. Also, the web site was gone the last time I checked.
It would be nice to know if we could use its full-text search in VFP web apps with worrying about licenses...
