Doesn't look like it. The current version is still what is has been for many, many years (3.72, I think). And there are so many bugs in PhdBase that I can't really recommend to use it in a VFP application.

I haven't found anything in the license agreement that says it ends when phdbase is not maintained anymore and I think you can still purchase licenses.
