No mention is made of the budget. One thing that helps to keep the time short is to use a good framework, plus any other 3rd. party tools that can save you work, like Crystal Reports or StoneField.

And talking about modelling tools, in a recent thread, it was discussed that InfoModeler - an excellent modeling tool, IMHO - was renamed to VisioModeler, IIRC, and that this one is now free (the product is being discontinued).
