Well, I think you have more-or-less discovered your problem. Maybe registry problems?

Anyway, my vfp7Sp1 runs just fine on 98SE, used it for development for several years, in fact, to stay in sync with some 98 users. And, it's still just fine, I just tested a few minutes to be sure. So, you're problems are deeper, I'm thinking. Got another 98SE to test on, maybe?
