According Microsoft proper format is PNG(Picture Network Graphics)
I found that ACD convert scaned immage in GIF much better than Paint/Microsoft Editor and there not big color lost.
But may be many limitations of the GIF come from Unisys Patent.
If you will use digital camare for pictures they usually use JPG.
If you will scan photos there are meny options for scaning software.
According its quality will be tumbnail employee photos
