If you mean, open tables in the DataEnvironment and set the relation later, I think yes: IIRC, the DataEnvironment is opened before Form.Load(), and each one will be assigned an alias.
However, I don't see a reason to do this. You can also set relations, filters, and indices, in the DataEnvironment. It would be easier to maintain your code if you do everything in one place - DataEnvironment, or Form.Load().
