I don't know how to do this directly with TAPI (I'd assume callback fn's are necessary, since alot of event-driven stuff seems to be required...)

But, I'd highly recommend Exceletel TeleTools (www.Exceletel.com) and the Hi-Phone Desktop telephony device... this pair of tools work great at manipulating voice calls.

Voice Modems are practically worthless for placing the call: they don't have the circuitry necessary to detect when the phone is picked up.
