on SQL you cannot RECALL DELETED records; SQL mark deleted records like empty space on file page, and it res-use part of this space automatically on internal garbage collection of file pages.

This is, normally, fast and little correlated to the number of record because the table isn't a table, but a b-tree clustered index.
