The welfare of the general public is far further away than secondary - if there is any it is typically a fortunate side-benefit rarely foreseen (but always hoped for) by the politician.
A few years back, in the U.S., I understand that a dozen or so were elected when one of their promises was to 'respect' a self-imposed limit of 2 terms. In other words, this would help to ensure that they indeed did keep the welfare of the people who elected them in the forefront. Apparently every one of them has become so wrapped up in the game that they have forgotten that promise are are running yet again.
