As Hector mentioned, I find a framework a great way to quickly build prototypes which can be used as a basis for the real app. And by taking advantage of the structure of a good N-tier framework, you can focus your planning on the specific business issues rather than programming details.

For data design, XCASE (and others, but I recommend XCase) will allow you to more easily design your data. Xcase can then create or update and even reverse engineer the VFP DBC (or SQL Server and most other back-ends). Indispensible.
