I'm not clear on whether this happens in the development environment when you have the report opened to modify it or when printing.

I've seen this on two separate occasions. Is the report an .frx? If so, open the report in the development environment and select all objects and make sure the foreground is black and the background is white instead of the default colors. Sometimes strange desktop colors can make things appear missing when they are only hidden. Rebuild the app following that and see if the line is now visible on both systems.
