I don't see many options... you could implement a phone ordering system, but that would be harder than doing it on the web, and could cost a lot of $$. As well, it could be very confusing if they have a large list of things to order.

I would vote for the web... get the customers that will use it to use it and alleviate some of the manual ordering in the system. Possibly give the users an incentive to using the web (discount, preferred shipping, etc).
