This seems to work, and it's a little simpler, but I'm not sure it meets your criteria for non-standard VFP functions.
INDEX ON IIF(ISALPHA(CatNumber), CatNumber, PADL(TRIM(CATNUMBER), 4, '0')) TAG CatNumber
