I am not able to see my HTML Help in my compiled EXE application. It works fine when running within VFP 8.0. What have I missed?

The installation is done by InstallShield Express, v. 3.5 SP 4.
The .chm file is included as part of the project, and is in the same directory as the .exe.
The foxhhelp8.exe and foxhhelpps8.dll files are in the same directory as the .exe.
The hhupd.exe reports that it is not needed as there is a more recent version already installed.

When I click on "help" within the compiled exe application, nothing happens.
