Hi Houston,
SNIP

>Alas, their first language was not English. Consequently comments and variable, function, procedure names etc. were invariably more difficult to understand. In short, the code could only be maintained by the same developers, a kind of lock-in.

I once had a fellow from Yugoslavia working for me and he consistently wrote fine solid apps.
One day he was tearing his hair out so he asked me to have a look-see. I did, and basically all I saw was gibberish! None of his production code was anything like it.
Turned out he wrote in his native tongue and once fully functional he spent a few minutes converting it to English. I thought it was rather innovative but would surely have been lost had he not done so.

>In the medium term 12 to 18 months, Sprint may well cut costs. In the longer term, with second-rate quality they will have the additional burden of having to lower customer expectations. Sadly this may not be a significant burden as quality of service appears to be falling everywhere and en-masse we are pretty much expecting less!

We sure are getting used to poor quality, and the way "the system" works now, there's no real way to correct the problem.
You see, YOU can sell all of your Sprint shares and so can everyone else here on UT. What does that amount to, in terms of both volume and voting rights??? Next to nil! The institutional investors are the ones who matter here and it is them that is forcing corporations to outsource!!!

regards (cheers doesn't fit)
