For this type of problem, rather than using a batch file, I'd use the Windows Script Host. It gives you all the information (windows folder, system32, version, ability to read and write registry values, etc.) that you'd need to tackle this situation.

A good place to start, IMO, with it is the VFUG newsletter articles my late friend Ed Rauh and I wrote. They started in September, 2000 with an overview. The overview contains information regarding what OSes have them and more.

After that, if you can find a copy of the Windows Script Host Programmers' Reference from WROX, that would be helpful. Lastly, the MSDN Library has a number of references.
