Just a WAG, and I would assume you checked this already, but is the program marked as "excluded" in the PRJ?

Also, the PRG name is unique, you are sure? If there is *anything* else with the same name (or vfp RESERVED), a problem can occur. I tested your situation without problems, except these situations.
