Yes, that's the normal behavior and that's happening in the pageframe which is fine.

The problem is that there's a page let's say that belongs to the tabs on the top (first row) and I run it and it's there, I run it a few times and everything works normal. After a while for some reason, that same tab, switches to the bottom row, even in development.

As an example if the first row of tabs are "dog 1","dog 2",dog 3" and the second row of tabs "cat 1","cat 2","cat 3", things will work fine but after a while of running the form and testing, etc, you notice in development that it changed to first row "dog 1","cat 3","dog 3" second row "cat 1","dog 2",cat 2", something to that effect.
