The cookies that are being talked about are server cookies, sot the javascript wouldn't work. The meta refresh might work to at least notify the user about the fact that a cookie hasn't been set and notify them they need to have server cookies on. But then you might be dealing with a browser that simply doesn't support cookies and may not even have meta refresh capabilities or a locked down browser that has meta refresh support turned off.

Oh the possibilities and head aches supporting this could cause. I am just glad I don't have to worry about such things. Forunately our company focuses on what we can support and not other clients. ;)
