two posibilites imo
(1) Have a group on invoicenumber and set the group to begin on a new page
if (1) fails, then add
UPDATE: only if in the page header(2) Can you set the stretch with overflow off for the memo in the header ? Just size the memo control in the header of the report to the max space it can occupy
