Note that controls and fonts can only shrink so much, so if you have too much on your form then you may need to rethink design also.
I think we have all been caught designing at high resolutions(since its easier to code at them) and realizing we really can't have so much on each form.

You can write your own resize code that determines the resolution of the screen and then resizes accordingly. Just make sure you are prepared for the above problems.
