I'm looking for a generic "How to" info to programmatically allow / deny internet explorer activex to start.

Generic schema would be:
1) Monitor Internet explorer (/ outlook)
2) Save name of the activex going to be downloaded or downloaded.
3) If name doesn't exist, ask allow / deny
4) If name exist do the same (allow / deny) as previous.
