Most of the exiles mentioned in that article seem perfectly happy and well looked after. There is a good reason for providing exile (even to a bloodthirsty maniac) if it provides respite to the original country. rather than holding on to the bitter end a despot could flee.
Some would say that the allies desire for unconditional surrender lengthened World War 2 and quite a large proportion of the casualties occurred at the end. Maybe lives would have been saved by offering senior Nazis exile. I'm not sure but its an interesting thought.
