Western coutries are all to often happy to let dictators go into exile, especially those that they once supported/helped. Sadam was offered exile and this was deemed to be acceptable by the US, he didn't take it but the point is that there will always be someone willing to offer exile, all that we can hope is that there are no people in a position to require it. Further down the article it is interesting that the US has not signed up to allow its citizins be tried under these new international laws governing war crimes, if leading countries who pursue others under these laws will not abide by them themselves, what is the point of the laws in the first place?
