Well, we have our history of repressive governments - actually, not only Bolivia, but most of South and Central America. Also, there was a lot of repression in the country I was born (Germany). My grandmother lived under the National-Socialist regime - for the most part, unaware of what was going on.
At least, the mass killings of jews and other peoples which the government disliked weren't known to the general population at that time.
