I don't know how many concurrent connections it can handle, as I have only used full versions or versions from MSDN in the past, but I think it is a full version but licensed for development and testing only and cannot be distributed with your applications. MSDE (which is SQL Server with some limits) can be distributed freely but doesn't have the development tools and utilities that are almost necessary for developing and testing applications for SQL Server or MSDE. This does give you the server for testing your applications as well as the development tools and utilities.
