Application blocks are not how-to-do's, but series of reusable components. They are not a whole framework, but some of the pieces to build one.

After reading the article it seems that it is referring to an initiative that will take a long time. I would bet it is about making the whole ERP suite -from Navision, Great Plains, or a mix of both- run over the .Net platform (who knows when? who knows how the strategy will be?), the most probably Microsoft will publish a set of APIs, namespaces, or whatever resource for all of us to start writing extensions to that monster.

I'd not wait for something like this to take form. If you're waiting for a business application framework, I recommend to look somewhere else.
