What a frustrating day and a half I have had trying to get this resolved. The only way that I have been able to get Outlook or Outlook express to send email is to uninstall Mcafee VirusScan Online. What good is that?? It receives email OK either way. I have uninstalled Virus Scan using automatic uninstall and tried manually uninstalled it per their direction and either way, OE will send and receive as long as Virus Scan is not installed. Once I reinstall Virus Scan, even turning off the email scan features, it causes OE to hang on send emial. Talk about "denial of service"!!! It seems that in their effort to protect us from the daily assaults on what have become essential services, they have inadvertently become what they are trying to deter.
In the past 16 hours, I have rebooted my computers at least 50 times, each time I try a different setting or uninstall, and still no relief. I was up until 3:00 AM trying to get through the queue for Tech Support chat, and finally had to give up. Tried again this morning and after 2 hours waiting it dropped me off once I got to #10 in the queue. I have posted to their online forum in the hopes that it may be somewhat close to being as helpful as UT has always been.
