Just a swag, but I had this happen once when files that needed to be added to or modified could not be accessed within the required time. Verify that all files are read/write by issuing attrib -h -s -r *.* /s from the root directory of your app and also that any other folders required exist...
also, insure the path variable is correct and that the account the service is running under has access to all required folders and files. Try it under administrator first...
