I would say that a lot depends on your CD burning software. Two possibilities come to mind.

1) The CD burning software exposes an API that you can use.

2) (probably simpler, if available): The CD burning software has a special mode that makes the CD look (to Windows) like a regular file system. All read and write accesses are automatically translated, and you can use commands like COPY FILE (VFP), XCOPY (a DOS command), WSH, or Windows API.

If your current CD software can't handle this, perhaps you should look out for alternative CD software.
