I am not sure these preferences are stored in foxuser.dbf, but I would start by deleting foxuser.dbf and see if that helps.

Are you using VFP 7 and VFP 8 on the same machine? If so, I've a similar behavior under that scenario. This can be addressed by having VFP8 and VFP7 use each other its own foxuser.dbf
