it depends on how the application is used and what it does. If all it does is produce pre-defined reports from the users desktop, then you don't need anything more. If the app does anymore reporting than that (scheduled delivery, distribution to 50+ users, runs on a server, allows the user to create new reports) then you need additional licensing from Crystal Decisions.
