Check PRB: VFP Executable File Is Slow to Access Tables On Server mskb #Q304482. Keep in mind that it applies to Win2k "server" and WS's.

The 1st user in received excellent response time, excellent form refresh times, and all is well. The 2nd user and subsequent users requires almost 40 seconds for the login screen to come up, 12 seconds or worse to refresh the form after a find, and overall unacceptable response time refresh times, etc. WE have tried VFP 7, VFP 8, Windows 2000 Professional, Windows XP Professional, Windows 2003 Server with the same results. Our server is a 1.7 gighz chip, 512meg memory, and we have used 2 different servers. Always same results. 1st user fine, subsequent totally unacceptable reposne times.
