I am not sure if it is relevant, but I have seen exactly this behavior once before at a friend of mine's site after they upgraded from Win98 to Win2K.

In their case it turned out to be be due to the use of filters in grids! When we replaced all of the filtered tables with parameterized views the problem disappeared immediately.

(They also had a problem with Win2K caching - but that was resolved with a patch for their servers from MicroSoft!)
