Choice is not one much clear one, and sure not documented,
would be much best to put one option in INDEXSEEK() in order to ignore SET KEY ( if the second parameter it had been an integer, now you could make it easy, but with a logical the road is crossed).

But on VFP6SP5 INDEXSEEK() on not active index respect SET KEY on active index ?

But for SEEK() and LOOKUP() ?
