It's taken a while but there is a solution. Hope this saves someone else some time and grief.

The problem is the msxml3.dll. In addition to it being a different version in XP Service Pack 1, it will replace the existing msxml3.dll and then uninstall itself even though it's suppose to be a permanent file. So, if you have problems with the Microsoft Management Console crashing during an InstallShield install or uninstall, this is probably the problem.

The solution is to at least have the same version of the dll that you're installing as the version in the current XP Service Pack. Also, in the Specify Application Data section of ISE select Files. In the lower right window find the dll. Right click on it and select Properties. From Properties select Advanced and Select Self-registration for the Registration Type. This should keep it from overwritting an existing dll but I have also mark it as both Never Overwrite and Permanent under Installation/Uninstallation Properties.
