Basically, yes. But you pay for different feature sets. As I said, Metaframe is not a cheap solution, but given the proper circumstances, it can actually save you a lot of money. One of my customers is a country-wide company with many branches with different amount of users ranging from a few to 50 at each location. All the operation is handled trough Metraframe. They saved tons of money as they are using very old PCs, and they are operating online, real time, over Internet connections or cheap leased lines (64K). Best of all, the support for the IT people is VERY easy, as everything is centralized.

You have just 2 simultaneous connection using Remote Admin mode. In Application Server mode you can have as many users as you license, but they have to belong to the same organization (this is a legal, not technical constrain). Also TS scalability across multiple servers is quite complex. With Metaframe it is a snap. You just plug another server and almost automagically, it starts load balancing with the others. There are installations supporting thousands of simultaneous users over a Metaframe server farm.
