There is a missing ' < ' at the very beginning of the third Dataset. Other than that I am able to successfully call XMLTOCURSOR for all of them too. Are you sure that MSXML3 is installed on the computer? Try to execute

oDOM=CREATEOBJECT("msxml2.domdocument.3.0")

in Command window. If it fails then MSXML3 is not installed properly.
