I have never been a believer in that course of action. Reinstalling still leaves 99% of our problems sitting there in our own code, and the Report Form Command works fine everywhere else for you, so its just a matter of pinning down the sequence of events that causes it to go into Modify Form in this one instance.
In the mean time just make your .frx and .frt ReadOnly and brief your users that a fix will arrive 'soon'. Perhaps rewrite that module. Best of luck - let us all know when you find the reason for this strange behaviour.
