For web programming I have recently started using PHP. If you look at a lot of web apps many of them use PHP with mySQL database. Go to a web developer website like http://forums.devshed.com/ and you will definately see that PHP is alot more popular than ASP and Perl. In my opinion I think PHP is the most powerfull web development language there is right now, there isn't much you can't do with it.
