That policy is not new and not unique to MS. If you upgrade any software you use the licence of the original software. You cannot use the older replaced one. Often the installer deletes the older version.

Or perhaps we should somehow account for the cost to MS of failing to force people to make an unnecessary upgrade to a newer version of Windows. It would be interesting to see Microsoft muster its legal forces to go after someone for that amount, when they haven't even spoken clearly on the matter.
