I wasnt able to find an easy method.
I created a form that always maximized itself even if the application window resized. The form has no border so it is essentially non-detectable. On the form I placed the image with the size always adjusting to the size of the form and setting the stretch property of the image. And of course set always on bottom to true.

If there is an easier way, I'd love to hear about it.
