Is it possible to allow the end user to specify his own ICON file for a VPF 7 .exe?

For example, we compile the app into a .exe using a default icon (named default.ico). We then use InstallShield Express to distribute the application. One of the subdirectories distributed is named 'ICONS' and the one file in it is 'default.ico'. The user can then then rename their icon to default.ico and copy it into the 'ICONS' directory.

When I try the above procedure (without InstallShield), our default.ico still displays even though we have renamed/copied another into the 'ICONS' directory.
